Putrajaya’s controversial 1 Care scheme, which critics claim will tax citizens and businesses monthly to foot the country’s growing healthcare bill, has already entered its “final stages”, Health Ministry officials told a pharmaceutical seminar last month. This is despite the ministry’s repeated denials and assurance to the public that it is “too early” to sound warning bells about the scheme, believed to be in phase three of a five-phase implementation plan.

I don’t deny that healthcare costs may be spiralling upwards but it seems rich to propose a new levy on Malaysians when the government does not seem all that keen on tackling the leakages and illicit outflows, which are at an all-time high, by all independent accounts.
At the same time, Putrajaya seems bent on encouraging the poor dietary habits of the general population by increasing its sugar subsidy, which would only add to the burden on the healthcare system in years to come.

On the whole, he said Malaysia’s healthcare industry is valued at US$8.4 billion (RM26.3 billion), with total expenditure estimated at 4.75% of the gross domestic product (GDP).
“In our estimation, spending on public and private healthcare combined needs to rise to around 7% of the GDP by 2020 if Malaysia is to match developed- country standards.”
If Malaysia is under spending on healthcare, it should spend more money on providing healthcare, and not spend more money by privatising everything!

"The rakyat will probably be forced, of course by law, to pay a middleman who will then pay primary healthcare providers every time a person sees his doctor. Needless to say this middleman will take a cut to pay their own operating expenses as well as to generate their own surplus. This will increase overall healthcare costs. Workers will probably have to make compulsory contributions. Their take home pay will decrease. If employers are asked to pay too, and this too is very probably, the cost of employment will rise thus producing a negative impact on the employment market."

It is useful to clarify some the processes the government is undertaking in developing the 1Care for 1Malaysia plan. The Ministry of Health (MOH) is committed to open discussion and sharing of information."
